Resilience as a lost word
The word Resilience has been lost to the corporate training idea of providing skills to individuals to cope with the problems they encounter. This is a terrible meaning. Resilience should be more about systemic and organisational change to eliminate those problems. However, if the word and its meaning is lost there is no point trying to enforce a better meaning.
Systemic Resilience?
So, what is systemic resilience doing and what can we talk of?
People seek usability.
Organisations offer trust.
The resilience is in the stability and reliability of the products and services.
I talk of government as the organisation in this post. It is the largest organisation that affects the most people in time and place.
Stability
The government builds trust by offering stability. It will be physically there for people. It will be there for them over time: the past, the present and the future
Reliability
The government offers reliability. Its service will work for many people in ways that are correct and private. The three words in the diagram come from a post on https://www.wethebuilders.org.
A foundation
I am not sure one word can replace resilience but those senses of stability and reliability, as perceivable by people, seem a solid foundation for communicating the ideas.
